The Unmanned Aircraft Operator Technical Skills Certification System is a qualification system that certifies that an individual has the skills (knowledge and abilities) necessary to fly an unmanned aircraft.

Upon receipt of an online application, the government determines the applicant’s proficiency through an unmanned aircraft pilot examination (physical examination, written examination, and practical examination) conducted by a designated testing organization, and certifies the applicant’s unmanned aircraft pilot proficiency. Completion of a prescribed course at a registered training institute exempts the applicant from taking the practical test at the designated testing institute. The certification is divided into two categories: first class unmanned aircraft pilot for skills required for Category III flights and second class unmanned aircraft pilot for skills required for Category II flights.

NATIONAL LICENSE

What is the National Licensing Course for Beginners?

This course is designed for those who have no previous experience flying unmanned aircraft (drones) or those who have not yet obtained proficiency certification (less than 10 hours of flight experience) from a training organization listed on the Civil Aviation Bureau’s website, with the aim of obtaining a national license (proficiency certification). Certified instructors will provide detailed and easy-to-understand instruction from the beginning on the operational knowledge and piloting skills required to fly an unmanned aircraft. ※The “Notification to Establish Standards for the Content of Education at Registered Training Institutes” established by the government defines the standards for training hours as listed in the table below.

What is the National Licensing Course for Experienced Persons?

The applicant must have experience in unmanned aerial vehicle (drone) operation and (1) be a holder of a private sector certification issued by a training organization listed on the website of the Ministry of Land, Infrastructure, Transport and Tourism (with 10 hours of experience). Or, (2) Those who submit electronically or with documents that they have more than 10 hours of experience in unmanned aircraft operation when applying for the private sector skills certification course, and who are recognized as experienced by the Director of the National Center for Unmanned Aircraft Licensing.(separate fee) ※

(Including the examination fee and the cost of issuing a certificate for the Unmanned Aircraft Pilot Training Course for experienced pilots) We will conduct the course on the assumption that you have a certain level of piloting skills and operational knowledge, and conduct a final examination. By taking the course for experienced pilots, it is possible to obtain a national license in the shortest possible time and at the most efficient cost.

What is the Preparation Course for Completion Examination for Proficiency Certification?

This preparatory course is for acquiring the piloting skills necessary to pass the final examination. In order to obtain a national license (proficiency certificate), you are required to pass a written exam and a final examination. If any of the above is true for you, you will find it very difficult to obtain a national license. If any of the above is true for you, obtaining a national license will be extremely difficult. The reason for this is that we, as professionals who have been involved in the training of unmanned aircraft pilots for the past eight years and have been involved in the design of the system, can clearly state that the difficulty level of this final examination is extremely high. In light of this, the Center is preparing a course for completion examinations for those who wish to apply for the national license training course only.

NPRIVATE LICENSE

What is an experienced certification course?

This course is a private license course, and a “Private Technical Skills Certification” will be issued to those who have completed the course and meet the standards. Those who have obtained this “Private Technical Skills Certification” are considered “Experienced Persons” who are eligible for the “Time Reduction and Exemption” for the national pilot license training. Until the national pilot license is integrated into the national pilot license system, the Japanese government plans to treat those with a certain level of experience, such as those with “private sector technical skills certification,” as “experienced” and allow them to receive time reductions for classroom and practical training at registered training institutes, thereby encouraging them to obtain a national pilot license. The Center recommends that those who are considering obtaining a national license take this course first as a recommended step in order to minimize the loss of time and money and obtain a national license in the “shortest and most efficient” way possible.

What is the Business Application Specialized Course?

This course is a training course to learn specialized skills to become a person who can play an active role in the business. We provide a place to learn the knowledge, skills, and know-how necessary to make the most effective use of unmanned aircraft. We will continue to increase the number of courses offered.
